NC-17, yes, is the highest rating in the states (well, besides X but that's sheer porn). Yeah, I'd imagine that it corresponds to the 18 certificate. It stands for "no children under 17."
Edited video of Sam and Dean? Hmm. I've seen some manips that put them together as a kiss but it's very hard to do so and harder still to do it for a longer amount of time. If you want, though, you can start at Youtube and search for "wincest" (or search lj for video communities with an interest in wincest) in order to find fan vids. Sorry, I'm not too big on the vids so I don't really know any. =(

Oh, another good way to find good new fics and authors is through the use of "delicious" which is a 'bookmarking' site. Here's mine (http://www.delicious.com/dragonspell/pairing%3Asam%2Fdean) (where I've bookmarked a bunch of fics that I've read and liked over the years), but there are definitely bigger and better ones out there. The great thing about delicious is that you can look for fics based on fandoms, pairings, authors, kinks, word counts, lots of thing. =)
